[ICONE25 ON AIR] Nuclear Standards Harmonization and Special Safety Issues

Under the premise of nuclear power development facing many uncertain challenges, how to ensure the safety and economy of nuclear power development is a topic of widespread concern. MDEP has made constant investment in the recent years in terms of standards convergence, and compared the relevant standards of ASME, RCCM, and JSME. The coexistence and development of China's nuclear power technology a variety of sources, nuclear power standard fusion in our country is taking advantage of leading the world's nuclear safety and efficient development of security, as well as the need to improve the nuclear power economy and participating in international competition.
 
The 25th International Nuclear Engineering Conference (ICONE 25) held an expert forum on international standards of technology on the theme of "nuclear standards harmonization and special safety issues". This forum is chaired by Mr. Gu Shenjie, assistant chief engineer of Shanghai nuclear engineering research and design institute (SNERDI).
 
Gu Shenjie presented that researches on the amalgamation of ASME and RCCM standard have become one of the hottest topics in China’s nuclear power industry. The scope of the research is extensive, which including the complements of supervision and management systems.
 
Mr. Hu Liguang, from the National Nuclear Safety Administration introduced that China has established its legal framework concerning nuclear and radiation safety largely based on IAEA safety standards, including 1 law, 7 decrees, 29 department rules, 93 guidelines and more than 200 Technical documentations. China’s nuclear safety legal system could support and guarantee the current and future development of nuclear power. And China will continuously keep in line with IAEA to develop its nuclear regulations, so as to meet the needs of the development of nuclear power and safety requirements".
 
Mr. Eric Rasmussen and Mr. Ravi Subramaniam are experts from IEEE. They demonstrated that nuclear power standards and regulations must be established to ensure nuclear power development cleanly (including radioactive inclusive) because of the particularity of nuclear power. At the same time, with new countries and regions entering the nuclear field, we would face the lack of experience, the barriers of technology transfer, the coexistence of different nuclear technology, security commitments and various problems. Nuclear power standards need to be perfected and improved.
 
Mr. Mostafa A. Ahmed is an expert from Westinghouse. He expressed the siting of nuclear power plants is subject to intense scrutiny and investigation regardless of whether located inland or on the coast. Both coastal and inland plants have operated safely and successfully for years. A majority of the nuclear power plants in the U.S. and France are sited inland. There are many advantages to having inland plants, such as close to demand areas, away from potential threats of tsunami and easily connected with the national distribution grid. And a power plant’s demand for water is virtually the same regardless if it is a nuclear or coal-fired plant. Siting future Chinese nuclear plants inland will promote economic growth for these regions.
 
Ms. Ma Jingxian, from China Productivity Center for Machinery said that the content of Regulation system, QA, Management of NDE personal, welders and welding operators are similar. In china, the government regulates the standards; the owner takes the responsibility of supervision of manufacture and acceptance check. But in the US,society is authorized to certify and stamp. Each model has its own distinguishing feature and ASME code is basically applicably in China. For the subsequent NPP based on ASME code, the designer will propose additional requirements.
 
The summit forum is an important component of ICONE25, which provides beneficial construction ideas for the study of the integration of laws, standards and security in china.
